The NRL was formed out of a peace deal between the warring factions at the end of that season, which gave the ARL and News Ltd each a 50 per cent stake in the competition. ARL chief executive and NSWRL general manager Geoff Carr said he expected the changeover to take place a matter of weeks after the date which had been originally planned – November 1.
‘‘I can’t speak on News Ltd’s behalf, but we’re hopeful that the process will continue to move quickly, even though there are a number of other decisions that have to be finalised around the changeover,’’ Carr said.

The second draft will be drawn up by the legal team which put together the first – independent law firm Kemp Strang – and will then be sent to News Ltd for the media giant’s go-ahead. Asked about the changes to the first draft, one of which is said to be specifically centred on the independence of the commissioners, Carr said:
‘‘In fairness to the process ... I don’t want News Ltd to think I’m going outside the process so I’ll do them the courtesy of letting them look at it before I start commenting publicly.More importantly, they will also offer all of the brassdeli features that a customer would require from this type of product which should create a bigger market place for the product style and range.’’
